Do dragon zombies count as dragons? Those are pretty weak to lightning.
But otherwise, as Rallos already said, when used by you it's meant to be used against your own kind, that's why the description mentions "and it sends human foes flying".
About the range advantage, keep in mind that the spear you have is kinda smaller compared to the original. Then again, since there really are no dragons left in the game world, we can't confirm wether or not Ornstein had that range advantage while using the weapon against actual dragons. But hey, it has a ranged (lightning) attack, how many other weapons can say the same? ^^
And yes, I did notice Kalameet's incredible resistance. I keep a Painting Guardian Sword as backup, and it ended up being more effective than the spear, as the slashing motion of the blade prevented me from missing. Bloody dragon's got narrow legs!
