Can you get banned on Steam for using a save editor?
I've played through DK1 multiple times on the xbox 360 and I don't want to have to start all the way over. I want to start off with my desired gear etc and be on my way, but I've heard that you can get banned for it.

No, there is no VAC or softban like in DS2. You can't get banned for save editing. However if you have played DS on the 360 before you would know that it takes no time at all really to find gear and level quickly etc.

No, there is no bans for that, at least not immediate or obvious. However it may appear in Dark Souls PVP watchdog and make people refuse to PVP with you.

If you don't want to get flagged as a cheater by that add-on, you need to avoid creating any impossible equipment and have your level go up by one for every point you add to an attribute.

Basically, restrict yourself to anything that could be accomplished normally through any in-game mechanic.
