I'm just repeating what has been said around the discussions and was put on the wikis.
Best Fire/Chaos/lightning weapons are ones with high base damage and low scaling. For example, Gargoyle Halberd, Zweihander, etc. That applies to pretty much every path other than Normal or Crystal because they remove or greatly reduce the weapon's usual scaling.
Raw is considered unfinished because you can only push a weapon to the equivalent of +10 rather than +15 as in the case of all other paths. My guess is that somone on the dev team realised how broken a non-scaling +15 weapon dealing pure damage on a twink would be and they cut out or stopped work on implementing the rest of that path.
Spears. Pretty much any weapon with low scaleing is a good infusion weapon.
Pretty much all weapons worth turning into elementals can be wielded with 16/14.
