No, just allows you to kindle any bonfire up to three times. It is listed as a key in your inventory, like a flag so the game knows that you can do that now.

This items is permanent and lets you kindle bonfires 2 more times so you can carry 20 flasks. You lose the Rite fo Kindling in new game+ until you find it again. Kindled bonfires stay at their upgrade status in ng+.
