Binoculars not equipping

I remember when I played this on the xbox that I could equip the binoculars and use it to snipe with spells and crossbows. I have it in my inventory and I can "use" it, but I can't equip it in either of my hands. Is this a bug or has it been changed?

it needs to be placed in the quick slots where you put flasks, objects, etc, or select it from the item list, it can't be used as a right-left hand weapon ( https://www.youtube.com/watch?v=su1_Ir3D6X4 see how it does there)

You can equip the binoculars as a weapon only in Dark Souls 2. In this one it's an "Usable Item".
