On practical side of things, +15 normal typically has more damage than +5 raw, but +15 normal requires a slab - which is somewhat tedious to farm.
So aside from being a cheaper replacement for +15 on low str/dex buffer-type sorcs/clerics, it doesn't have real upsides. Most of builds will prefer +10 normal to +5 raw, actually.
So it really is almost completely useless I guess.
Ruined my trusty +10 broadsword turning it to raw and ascending it to +5 at my the very first playthrough and I hated to farm all that titanite again so I even started a new char when I was just about to enter the Sen's Fortress
