I didn't mention in the notes but gargoyle helm, giant's gauntlets and hollow soldier waist with wolf ring (instead of havels) gives you enough poise to tank a 2h r1 from an ultra greatsword. You could also play around with the armor to get higher defense with the recommended 56 poise in the original ring configuration.
That varies, as you get more experienced you can lower the SL quite significantly. I started out at SL110, to 100, then 50, now 40. At a certain point SL becomes irrelevant when skill takes that over, all you really need is enough str or dex to wield a weapon, though enough to have good scaling off weapons. Endurance and health is set to whatver you are most comfortable with, or if you want to fast role instead of higher health.
You need to be a low level to get the most invasions, I would say SL60 at the very max because of the much lower population of players.
You see, spears have a higher "hit priority", than most other weapons (a rapier might have a higher priority, though I'm not sure). If both you and your opponent hit each other at the exact same time, then the opponent will take damage, but you'll get pushed away unharmed.
Fast-rolling isn't actually that big of a deal when you use it, as you'll be trying to make counter-stab/sweeps.
It's also quite viable as a two-handed weapon due to the more versatile moveset, and spears are honestly lacking in damage. I'd personally take advantage of that, and use it with a grass crest or something similar.
This is a very rough idea for a build, but it covers the most important parts, and there's enough flexibility to make it work with whatever you have at the moment:

(You don't need havel's gauntlets/leggings, it's just the most efficient way to get more than 54 poise. Replace it with whatever you want to use, as long as you have more than 54 poise.)

Typically, the only upgrade paths (infusions) that are somewhat viable in PvP when you've above level 80, is divine, occult, magic and enchanted, as they scale with your stats.
Ordinary lightning, fire or chaos is just not gonna do enough damage. They'll barely scratch your opponents at the meta level of 120.
I applaud your choice of the partizan, pretty underused weapon.
Go for trades or counters. I've hit 700+ with a winged spear +15 at 40/40 dex/str, SL 125.
As pure melee it's very seldom worth infusing your weapons. If you go high str/dex you will lose the benefit of your stat investment the second you make your weapon infused.

EDIT: remember that the Leo Ring only increases PHYSICAL damage on counters. So if you use the dragonslayer spear or the moonlight spear especially it's not really worth it. Use havels or FaP for heavier armour instead, or use any of the spellcasting rings, like Bellowing dragon crest if you use sorceries or Dusk crown ring if you're feeling brave.
