Poise is your friend here if your not good at dodging. Cappra is easy now but if still having problems:-
Go up the stairs, draw Cappra to you. As he is coming is best time to grab Estus.
Fall off, wait for Cappra to fall. Wail for a couple of hits as he recovers then go up stairs again. You could plung attack also if quick enough getting above him.
Repeat until Cappra is a tender mess. Add condement to taste and garnish with hacked appendage of dog.
As for your question... Yes it still works but above is quicker.
Everytime I try to run up the stairs I get body blocked by dogs and Capra. I try to dodge Capra's first hit and I get hit by the dog during my recovery lag. I try to just run, I just murdered. I try to just kill the dog out right, I get smashed in the face by Capra. I try to rush down Capra and say screw it to the dogs using the charcoal fire buff powder stuff and I die to demon puppies and Capra. The one time I did make it up the stairs, I got trapped in the wall when I came down, couldn't move, couldn't dodge, shielding does nothing against this guy and I died. Theres actually nothing I can do to survive longer than 10 seconds in that room.

Seriously though, there's a couple things you can try to help you fight him legitimately before going Ape and flinging poo at him. And yes I believe that strategy does indeed still work.
If you have 10 int you can get the Magic Shield spell from the sorcerer you rescued when you first got to the Lower Burg, and this can help you sustain the initial onslaught. It wont last long but hopefully long enough to kill the dogs. Otherwise get a bit of poise so that the dogs biting you won't stun-lock you. You can either wear some armor that has poise or look for the Wolf Ring in the Darkroot Garens. If you haven't gone there already I'd advise you do, as there's a couple decent items to be found there, namely the Wolf ring and the Elite Knight set. (You don't have to open the sealed door at this time).
The hardest, hardest part of that fight is the initial moments when you try and dodge past the Capra and the dogs. Capra has trouble getting to that little ledge off the side of the stairs giving you a chance to kill the dogs and free plunging attacks on the Capra.
The Poise like Reoden suggested is a good idea. If you can master baiting the Capra and dog's attacks one way and then dodging around them the other way, you'll have mastered some seriously useful dodging skills that will save your life multiple times later in the game.

It worked well. Went through the fog and one dog was dead, the other hanging on with a shred of health and so was the Capra. Couple of soul arrows later - job done.
I already have the Magic Shield spell, and tried to utilize it for the gargoyles fight but it didn't last nearly long enough for it to really help. I've been to the Gardens and got the Divine Ember, so I'll definitely go back and look for that ring and armour set, although I won't be able to wear the entire set because it's too heavy for my whimpy thief unless I want slow rolls. It has WAY more poise than I have right now which should help.
As for the elite knight's set I personally rather like it and use parts of it for PvP, but yeah you don't have to wear the whole set. It is indeed fairly heavy if you do. Though going heavy for the Capra fight with a shield with decently stability on it like one of the Balder shields can work out pretty well.
The Wolf Ring gives you 40 poise..
Now if you still struggle to at least medium Roll with an amount of the Elite Knight set equiped try pieces of the Chain set to boost that poise up to say 53. Mix and match whatever has poise.
You get them from the Undead Merchant Male.
Just dont get the Gloves, they truly are excreted remains of mammals and only 0.1 wieght lighter or so than the Elite knight Gauntlets.
Hollow Soldier waistcloths are wieght 1.5 and give 7 poise if you manage to get one to drop.
