Btw OP if that doesn't work for you or for whatever reason you want to try something else, another option can be RivaTuner Statistics Server. The one I use came packaged with MSI Afterburner but you should be able to find it on it's own without too much trouble. (Both tools are free to use).
Sorry which counter did you mean? Also how are you verifying that it is running at 30 and not 15?

The common knowledge is that unless you unlock fps the game runs with either 30 or 15. If DkS cant handle 15 - it drops to main menu and goes offline, so I havent much to choose from. And I can recognize difference between sloppy 15 and rather steady 30 fps.
Yep. I never unlock it. The game feels to buggy for me w/ fps unlocked. Yeah, I know the workarounds but I don't want to fiddle with them..

real headache is falling through elevators when riding them.
Never had that happen. The one ladder I've ever really had trouble with is the short one by the rats under the hellkite dragon. Sliding down that ladder has a tendency to have me clip through the ground and get me killed, though a quick exit and reload can save the day. And yes jumps are shorter, but this only ever really a concern if you're trying to speed run or use speed run shortcuts. Except for the roll to get back to the Asylum not working, which you have to learn to jump or set fps to 30. I survived (eventually) having to do both.
Why are you so upset that not everyone enjoys your Cinematic Experience?
I had experienced that myth enough times to deny unlocking.
