I cannot get the Resist Curse spell! Please help me!

I've been working on Dark Souls achievement, and I finished everything except Wisdom of Sage.
Because I already have a magician character, I looked at what I need to collect.

All I need to collect was Resist Curse, which is sold by Ingward in New Londo
However, everytime I talk to him, he says that
"Magnificent..you defeated 4 kings...blah blah..,"
and he doesn't show me the shop.

I tried go to other area, go out to title screen, and turn off the game,
but he still doesn't show me the shop.

Is this some kind of bug, or is it my mistake that I didn't buy resist curse spell before I beat the four kings?

What I've found with Ingward is that after I kill 4 kings, i return to where he is, on top of that church, where you first met him, and talk to him. He will mention something about going topside.
After that, he appears in firelink shrine and I've been able to buy stuff from him.

After you defeat the 4 kings he goes to the firelink shrine, maybe he will open his shop again there

If that doesn't work, you could go to NG+ ( or whichever NG you are on) and do it first thing as soon as you get out of the asylum.

Great! I didn't know he will go up.
Now I complete all achievement. Thanks for your help!
