It's up to interpretation I suppose. Quelaag's sister is shown to be an extremely kind "person" as she sacrifices herself to try to lessen the suffering of others, and that is how we come to find her in that condition. Quelaag's sister is also not necessarily "evil" as we can infer that the reason she attacks those that enter her lair are to protect her frail sister as well as to collect Humanity for her sister to strengthen her and possibly save her. The Fair Lady pretty much tells you that Quelaag is one of her covenant: when you ask to join she says something like "Establish a Covenant? Again?"

I just find it rather unlikely she would be just chilling there if she wasnt blind.

I personally feel she may have acted in a manner similar to Priscilla, assuming we didn't meet her covered in her Sister's blood. :P
