Lautrec moves after you perform one of three actions: Ring the second bell, kill gaping dragon or pick up the fire keeper soul in Blighttown.
(I guess the idea was that Lautrec is out doing business and following his own agenda)
Just quit and reload, he will eventually show up.
Maybe had to try Capra multiple times, too? Don't judge him.
It's implied by his armor descriptions and his killing of the firekeeper that he DOES have some sort of plan... But neither this game, nor the sequel, nor even the cut content really even hints at what it is. So in a way, he's actually less developed as a character than some of the NPC phantoms you never get to talk to.
That didn't stop him from murdering the firekeeper though...
