NPCs are not hollow though... at least when they can still talk to you...
I also have a random theory that all the corpses you find laying about are not actually corpses... they are hollows that have gone so hollow they no longer have the will to even move. They are fully alive and aware but just don't care. That extreme apathy causes them to simply stare blankly at you while you waltz up to them and steal their soul or final possessions from them, unable to even tighten their grip on their last possessions.
Following that, the NPCs that have gone hollow perhaps have gone so mad because of their interactions with you that they do respawn, but are thrust so far and so quickly over the edge that they do not bother getting up again (often times becoming unmoving "corpses" that you loot shortly afterwards).
Though now that I think about it, maybe enemies respawning is caused by "time in Lordran being convoluted". Or maybe because fresh hollows don't respawn?

This is the correct answer.
The game simply puts enemies that don't respawn to make a unique challenge in the level. In example, Channelers, Berenike Knight, Black Knights... Etc. Later, they respawn as the level requires them to appear, since it is expected for the player to be able to surpass them and not see them as a challenge.
Time being convoluted does not have to do with something like a gameplay mechanic like this one. You can surely make fantheories that make the game more pleasant for you, but there's no lore about enemies respawning.
