In short: when she tried to kindle the flame, she used her huge power to try to dominate the impressive flame power.
And she failed.
If anything, fighting a mage would be the real letdown here from a lore perspective. A huge wave of raw and savage powered was unleashed through Izalith, corrupting everything in its path. There's no way the Witch could survive this unscathed.
Of course you could have represented her differently, but the Bed of Chaos is a credible possibility.
As for the fight itself, I like that they tried to do something different than the usual "powerful boss ahead - hit it 'til its dead while taking care of not taking too much hits". Sadly, it was kind of a failure
Of course what you enjoy more in a boss battle is usually the battle itself, not the lore, which is why it's quite a terrible boss in the end
A boss that starts out as this large imposing and imovable beast that can make fire waves and meteors.
Then as you get it to half health, part of it breaks and becomes similar to the stray/firesage demon fights, but it struggles slightly to hold itself up.
Then once you defeat the boss, the creature breaks apart revealing what remains of the Witch of Izalith. She crawls seemingly in pain and dies in one strike.
I think both is true - and this is soooooo in the spirit of this game which actually doesn't really need any more "real" boss fights imho. But a boss"fight" late in the storyline which teaches you some humiltity once again when you propably feel great and confident about combat skill, also almost nullifying your lvl-grind-benefit.
But then...maybe I've developed into a brainwashed fanboy
