Maybe not the best suggestion but this is a rather unusual request.
I think a shooter like Dark Souls would have not unfair, but punishing difficulty, exploration, Limited save spots, deep character customization, tons of different ways to build your character with different skills and weapons, a connected world to tie into with exploration, interesting characters, and a good lore.
Borderlands can be difficult on high difficulties, it rewards you for exploration, and even going into areas you didn't think you could access (I love rooftop hopping in Borderlands 2), limited save and respawn spots, the character customization and building isn't that deep, but there are 3 different skill trees? So maybe that's something? The world is connected, the characters are amazing, and the story I guess is pretty good?
With all those, I agree with OP, I think the closest game I can think of is Borderlands. Maybe set it on the highest difficulty, if there is one, I don't remember. If you want the multiplayer from Dark Souls, well sorry m8, but the closest I've ever seen to Dark Souls multiplayer is Watch_Dogs. With the invasion system. (Which is actually pretty fun. I like the stealth tailing missions, and the intensity of normal hacking, plus, you know, the online connection isn't total ass like in Dark Souls.)
This can actually be true with the right combat, enemy, animals, dragon, perks, etc.. overhaul mods. And it would even make Skyrim much harder than Dark Souls but probably still wouldn't give as much satisfaction in my opinion (still way more satisfying than vanilla Skyrim though).
There are even mods that decrease the amount of loot in the world and a weapon/armor degradation mod.
Yes, there is an FPS similar to Dark Souls in theme, difficulty and mechanics (although not all of them are present) called Nocturne in Yellow and it's been around since 2015.
Last time I've played it people did not understand how mechanics of it works and were stupid enough to never search for answer

I was there Gandalf, when people did not understand how damage buff works and that onhit weapons are OP in this fight...
And You can switch it on the SPOT
even switching to unupgraded weapon made this fight so easy
