The best upgrade path would probably be normal, split damage is usually inferior pure damage from a single source. That being said bows aren't known for their good damage unless you're using a greatbow or the composite bow.

For dex build its normal, for all other I would say - fire. Divine/Magic while sounds good are kinda hard to obtain in turm of arrows. Moonlight arrows are only sold by giant blacksmith and to get to him in next playthrough you would need to kick around half of game again so even if you stack up on arrows you would most likely end up without them

assuming 5+ liquid humanity, chaos > fire. and also, moonlight arrows are expensive

Problem is not that they are expencive, problem that they kinda limited at every ng+ you go up. You need to at least kill Queeleg and gargoyles if you has masterkey(and only if it was your starting gift, bought up later is removed upon transtion) and if not... well, you have half of game ahead of you which you need to finish before you can buy additional stack. thats kinda annoying xD And fire arrows can be bought even before gargoyles

Oh yeah forgot that there is chaos path for bows. Mixed them with shields xD
