How does one Cut Kalameet's Tail?

go to his back, attack his tal, cut it

Easiest way is baiting his tail slam... and to bait that you gotta bait his swoop.
Just dodge to the side when he swoops down, then immediately roll where you were so you end up exactly behind him. When you see him raising his tail, sidestep to the right, let him slam, attack. aaaaand repeat.

How does one dodge the incoming claw strike?

I recommend using the Uchigatana for that, as it has high vertical swings.

You fight him like all other bosses... look at his attacks, learn them, try things out, learn how to dodge them, learn how it's safe to attack. Bring a shield while you learn his moves so you don't get ripped in half every 2 seconds, just don't try to block the fire, lol

Actually, if you have a black knight shield,blocking could save your ass. It did that for me and I barely took damage,compared to what I would've gotten, if I didn't block in time. It can save your sorry ass if you can't dodge quickly enough.

Fire. I did just fine blocking with the black knight shield (fire defense), which did a much better job than the crest shield (magic defense)

Kalameets tail is one of the few times where it is recommended to get a partner. "because kalameet needs to do ONE particular attack for you to even hope of cutting the tail"

Stand in front of him and dodge his attacks. When he finally does one of his two attacks that caused him to stand on his back legs (stand up and breathe fire, or stand up and use his magnetic attack) run under his legs and slash his tail once or twice. Have patience, it takes 3-4 attacks.

I was a sorcerer/hexer so I only had to manually target the tail with my spells.
