For defense-values it's shit in NG+, but defense in NG+ isn't as important as in NG+0 anyway. Everything hurts quite a lot, to keep it simple.
Fashion >> Defense is the Dark Souls 101 on top of that, so just use it when it looks cool.
I'd say the worst thing is that it has no poise, but it's very light and you can always put on the Wolf Ring for a decent bit of poise.
It can be upgraded, but it uses twinkling titanite, meaning it can only be upgraded to +5, where as normal armors can be upgraded to +10.
Twinkling Titanite can be bought infinitely, too. Costs quite a bit of souls, but you can A) dupe a boss-soul or B) follow some efficient soul-farming-strats.
Titanite Chunks are only farmable and it's up to you whether you wanna spend half an hours farming Darkwraiths to upgrade your stuff.
A Slab isn't worth it for sure.
If you know that the armor you are currently wearing is going to be what you are going to use for the rest of the game, go for it. However, always upgrade your weapons and sheild first, upgrade the armor last. This way you don't waste materials on armor and end up needing it for weapons, or you end up switching what you are wearing.
I thought the OP meant armor in general. Sorry.
