go through the doorway next to the torch and follow the path up some stairs.
go through the door and take the left turn at the end of the hall.
to your left is a hole in the wall leading down to water. take the stairs at the other end and more stairs near the dog to reach the dining area.
even more stairs lead up to a storage-hallway thing.
then follow the rest of the stairs up and out to the lower burg.

However he's very easy to dodge so I suggest to just bring a lot patience and maybe fire up the bonefire for 10 estus.
Also I suggest to bring a bow if you ever meet those nasty basilisks again. They have pretty little HP.
And 20 Estus are a bit too much, since you wont visit that area ever again :P
You revisit it in NG+ so overkindling is actually advised. You either do it then or backtrack at the end game. It's part of the prep for NG+ before killing Gwyn. You Kindle everything to 20, forge ♥♥♥♥ as high as you can, and kill every NPC for their humanity. Then you go and kill Gwyn.
