Does it affect magic and miracles or pyromancies as well?
The most notable miracle affected are probably the different lightning spears.
The slower the spell, the more the higher DEX will benefit from it. Including pillar type pyromancy spells like Fire Tempest. It could mean the difference between the opponent getting a backstab in before the spell is cast.
Another spell that gains a pretty big upgrade is Emit Force. Some opponents expect it to come out slower than what it really does and come in for a back stab. Aim the spell towards the ground (rather than directly at them) to beneift from the AOE dead angle damage from the impact.
Combustion type Pyromancy spells, Dark Bead and Wrath of the Gods, that are generally already quick spells are now that much more quicker and when paired with a Dark Wood Grain ring, which damn near nullifies all recovery animation, you can flip out the way (or past) opponents who can time your spells and off target roll in for a back stab.
Bear in mind, an opponent that's observant and quick on their feet will see you with a pyromancy hand or catalyst/ talisman and can react pretty well to even 45 DEX casting animations and come towards you in a roll.

Even if I dont agree with fireballs.... (enemy has enought time to raise black kn. shield, but combustion can catch him off guard)
Build to make kills? - Then yea.
Build to experiment with weapons and armor sets - Then no.
I want to marathon Souls games and in PVE I don't imagine mobs reading into my actions too much
Its going to be mostly crystal soul mass and crystal soul spears.
So cast speed is only useful for a pvp build? A few frams of advantage seem hardly benefitial to helping you beat tough bosses to me.
