snuggly does not speak to me

and does not make me exchanges items, al ready create another character and its the same, because could it be?

I'll assume you just started the game and tried talking to her:
Snuggly first talks when you revisit the Undead Asylum.
After your first visit to Firelink Shrine you can go up to the crow nest and get brought back to the Asylum. When there are 4 torch-wielding hollows at the entrance of the Asylum, she will also start offering her services and talk.

Incorrect. You can actually trade as soon as you get to the nest; I usually immediately drop everything after beating Asylum on NG+. You won't hear anything, which means you have to go off the items you know can be traded (a little risky), but the trade mechanic will function.

What I had to do to activate Snuggly was to go to the bonfire before the Alylum demon, jump off a cliff, then you are back at that bonfire, then go to snuggly's nest and get the dialogue , then drop something in the nest , go back to the bonfire and do it again and retrieve the wanted object. Whatever...it worked for me.

Or you can just quit to the menu and reload.

Too bad...sometimes I didn't get the dialogue but I dropped the article Snuggly would take and retrieved the item anyways. I don't know what else to say........maybe try youtube and see what other folks had to do.........

So... I've been looking at your profile, and it seems that you have Dark Souls III.

You see comrade, I'm going to help you out, because there's a mad mod around here baning people or so I've heard, so I want to look useful, well, you see, in this game, things are a little bit different, you have to leave the item in the nest, quit to main menu and then reload, it's not automatic and fast like in Dark Souls III, here things take time.
