Depends on your int and what you're casting... I guess? Generally it's the Tin Crystallization Catalyst
If you play on getting dark magic spells from Artorias of the Abyss DLC and you don't mind less spell casts the Manus catalyst makes your dark magic spells stronger (they also scale with strength so if you have a lot of strength they'll be even stronger). With my sorcerer builds I just used Big Hat Logan's staff.

Best overall is Tin Crystallization Catalyst. Has very high MagAdjust, but halves your amount of casts (Similar to Manus Catalyst)

If you don't wanna use that, best at different stats are:
<28 Int = Oolacile Ivory Catalyst
28-40 Int = Sorcerer/Oolacile/Beatrice's Catalyst (all the same stats)
41+ Int = Logan's Catalyst

It actually gets more complicated than all this would suggest when you introduce Dark Sorceries, because suddenly Strength and Dexterity scaling get involved; at 32 Int and 45 Dex the Tin Banishment Catalyst is more powerful when casting Dark Bead than the Sorcerer/Izalith/Beatrice's Catalyst triumvirate, though the listed Magic Adjust won't reflect that.

B scaling in strength, S in intelligence.
There is no "best staff" because the scaling depends on your INT level. The Tin Crystallization Catalyst has the highest damage when yo are over level 40, but it halves your spell output so it is generally used for PvP and bosses. Logan's is the second best and basically, you should use Logan's, and when you're up to a boss or doing PvP then you use the TCC.
If your Int is under 28, then the best is the Oolacile Ivory Catalyst. If your Int is over 28, but under 40, the best is the Sorcerer's Catalyst. If your Int is over 40, the best is Logan's Catalyst.

I should have specified that I meant when using the Manus Catalyst. Anyways the tin banishment catalyst is basically a catalyst that is also basically a dex-looking melee weapon. Looks like a lance/spear but I think I bet it does that stupid looking "bonk" attack that catalysts do.

Oh right. I mean at least remember how the melee attack with the TCC looked. You can actually do decent melee damage with the TCC. I hardly ever used the Tin Banishment Catalyst.
