Locating Shiva of the East at Blight town

This is my first gameplay at NG++, and yet I don't how to make Shiva travel to blight town. I join the Forest Hunter covenant and exhaust all of his dialogue, to the point where he says "Don't worry, now. You'll be called in soon enough. Hunters with patience score the best kills." The only achievement I'm missing the Knight's Honor. Am I doing something wrong or do I have to git gud?

Have you tried going to area where he's supposed to be in Blight Town? He won't leave while you're in Darkroot Garden. He should just sort of . . . move there once you exhaust his dialogue. If not, try beating a boss then heading to Blight Town. That might do it.

I did go to the watermill powered by the firefox. Are you referencing Sif or the butterfly?
