Those are the most popular locations for PvP. Other than that, occasionally you'll get invaded while progressing through the game as a human.
Joining the Gank Covenant (Forest Hunters) yields a lot of PvP but everyone will hate you
Darkwraiths are known to go to that forest as well
Blade of the Darkmoon would work the same as Darkwraiths, and if you ask me is more fun because you can seek out sinners
I'm not much of a ganker, throughout the souls games I've always preferred the Blades path to PvP. Is there still a meta? i remember it being around SL120 - 125
120 is more meta I believe, though 5 levels really doesn't make much of a difference in PvP.
now can anyone attest to how strict that meta is? i know i found a few people in the forest at level 40, so i can only assume that theyre a few scattered players between 40 and 125.
but what about higher? hmmm.. mmm.. "multiple characters ahead"
Every once in a while a person does pop up that is vastly overleveled (157, 190+, low 200s off the top of my head) and asks about PVPing.
Frequently a person tries a low-level build to be able to invade other low-level people, too.
I'd say as long as you can challenge people within the 120-125 meta range with your preferred methods or better yet, all methods (invasion/challenge/getting invaded) you're very much fine.
I.E. my build presumes I'll stop leveling up in the 124-129 range (and isn't heavily stat-optimized), but I certainly am not going to be crying about passing the main meta levels.
Though if you had sin and/or someone puts an indictment on you for invading and killing them, I would probably be able to invade you since I'm a Blade of the Darkmoon, though that's sort of an unfair advantage
