Try being very slightly lighter (or increase your weight carry slightly).
Turns out I *may* have just discovered a bug. Tattered Cloth Hood has a display weight of 1.1, and your stats will reflect that. But I also know that many hats in the game weigh exactly 1.2. Thief Mask, Brigand Hood, Pharis' Hat, etc.
I swapped my 1.6 weight gloves for 1.5 weight ones and the 1.1 weight hood for a 1.2 weight hood and was able to fast roll. I would make the determination that the Tattered Cloth Hood(and the Hollow Thief's Hood, just checked) have incorrect display data.
Staying at the exact 25 % and at 25.01 % is different.
Just 0.01% can make you mid roll

The equip load % rounds to the nearest tenth in calculation. Besides that, you're implying that every item in the game has an irrational number(look that term up before you get butthurt) for equip weight instead of what it is displayed as. Just as well, if what you're saying is true, when one equips 1.1 + 2.7 + 1.6 + 1.6, the result is going to display as over 13.
Also, the actual equip load difference between 25% of 52 and 25.01% of 52 is 0.0052 equip load weight. This makes your implication even more convoluted.

In all seriousness though. I had replaced some item and failed to notice I had 99 of them and that was what was weighing me down.
