It basically suffers from the same effects most twinkling titanite and split damage weapons do - they're initially very strong (in case of twinkling titanite weapons), but generally lack of very good scaling or many upgrades or some other flaw leads to them being outperformed by regular weapons, or weapons on a certain upgrade path. The best example is Astora Straight Sword which can be incredibly useful in NG1 up until Quelaag, particularly in the Catacombs, but basically becomes the worst straight sword later on.
Titanite Catch Pole is a good weapon but it'll be greatly outperformed in NG+, or by the end of the game. Early on, however, it's a blessing.

i agree, the wind up is incredibly long, and terrible tracking... but for ♥♥♥♥♥♥♥♥ buffers like that, perfect!
