Why is quelana ashamed to meet her sister?
I get it she says she doesn't have the courage to go fight her mother/sisters but why is she ashamed to go meet her sister that's in pain? Is she scared to go because so much time has passed since the accident?

It is perfectly possible that she doesn't know the fate of the Fair Lady.

Further games explain on this.

Like she is really close to where her sister is. What is it that makes her refuse to go meet them?

Well, maybe she's ashamed because she ran away from the chaos, she maybe feels a lot of guilt.

Yeah, my impression is that she is afraid to see her sisters as they are now.

I saw it but I'm not sure if she decided to go when her sister was already and became sad so she died next to her or did they finally meet and stay next to each other till death.

She directly says that she lacks the strength or the bravery.

Furthermore, as I said, she is probably unaware of the Fair Lady. It doesn't matter if she's close.

It's like asking "Why Anri can't see Horace".

It has always bothered me that I could not tell her about her sister nearby.

It was a pleasant surprise that DS III gave the storyline some closure, however sad.

Well she said she lacks bravery and strength to put an end to her mother and 2 sisters suffering not to walk a little bit to her sister. Second of all holy trap I just realized that we don't know the fair lady's true name.

If she lacks the bravery and strength to go and put an end to her family, she's not going to enter the spider nest either at that very moment, that's the way I see it.

I repeat, it's like Anri not seeing Horace. Some things are never bound to happen. The only exception is that Quelana would get to the Fair Lady some time after the events of DS1.
