Lou's Pawn Shop Bug

I doubt the devs even come here, but I was wondering if other people have had this issue. This has happened to me atleast four seperate times. I would go through the pawn shop as usual but once I get into the basement and turn on the power I can't interact with anything, if I press E (I'm using a keyboard) I just search the ground and get full ammo. This happened a few times during my normal playthrough, atleast there I could use reload checkpoint, and most recently halt one of my attempts at a nightmare mode run.

The game is fun, but the amount of times I've managed to soft lock this game is kind of ridiculous. I mean in the last chapter alone I've found like 4 sections that you can do something slightly wrong and then be forced to reload a checkpoint, or take a death, because you just won't be able to progress anymore.
