Won't run
I've run PM before but wanted to boot it up again and when i try to launch it it quits. I try to start it from the EXE in the folder and it gives me the following error:

"The application was unable to start correctly (0xc000007b). Click OK to close the application."

I verified the game cache, base fear and extraction point both work. I have all the framework and directX runtime stuff installed. I also deleted the entire FEARXP2 folder and verified again to force a redownload of all of it, tried compat mode XP service pack 2, still no effect. Im at a loss as to why it won't boot.

So I'm not 100% sure that it is the same in your case. But I know this error or similar error from other games. It could possibly be your antivirus program. Add the FEARXP2.exe to the exception in your antivirus. You can also add the whole F.E.A.R. directory. Then try to start Perseus Mandate again. I hope I could help.

I took your advice and tweaked Defender, added XP2 as an exception from protected folders to see if for some reason that was why, as well as disabling Defender momentarily, still not working. :c

Sorry :( I thought, that would help. You said, PM runs before and then it suddenly won't run. Did you change something on your Windows?

Other than Windows updating, no.

Ok, Windows update should be no problem. I've now installed PM myself and it works for me, so the problem is not with the Steam version.
I also checked out the error message. And you've probably worked through the solutions that are displayed on the Internet.
So now I have one more question, namely: When PM first ran and then you quit it. How many times did you start PM again and it ran without problems? Or did you start it only once (without error) and the next time you started the error came up?

A few times I beat it to completion, was years ago, and just now going back to it i'm given the problem.

So you mean you haven't played PM lately? It's been a while and now you wanted to play it again and now you can't? Do I understand that correctly?

Yes

Can I add you? Maybe it is easier that way.

is this your issue?
The error code means an invalid image format. Specifically, you are attempting to start an application which is designed to run on 64-bit operating system. But your computer is running 32-bit Windows.
