No idea why its not working but just google up "f.e.a.r 3 wiki PC" and you'll find it i hope. Most fixes are on it.

Doesn't appear to be any fix for the aforementioned spinning blue buffering wheel on the PCGamingWiki page.

Setting FEARXP2.exe to Windows XP compatibility made it work.
