Why is this game's download size so big?

17gb seems a bit much, especially since FEAR 2 is only 12gb

The complete package, that is F.E.A.R. 1, F.E.A.R. Extraction Point and F.E.A.R. Perseus Mandate is 17 Gb on Steam. But it is really 3 games, with their own game archives.
Perseus Mandate is only 7 Gb without the other two.

I only had a 4,2 gig download for all three (despite the install screen saying 17)

Partially because they included making off videos in game folders, which are in strange format, don't look good and take a lot of space. In fact, you can delete them after installing the game but don't check on file integrity after that because the Steam will install them again.
