just keep giving any fish you catch to him but you can only get the free fishing rod during year 2

sadly the Remake changed how you get the Fishing Rod, you need to upgrade to Gold Fishing Rod then on the 4th year he will give you Blessed Fishing Rod, as for gift Galen likes forage items like the herbs, if you want to fasten the process you can give him 2 gifts, the herbs and 1 cooked food like Herbal Soup

You need to catch 500 fish before you get the golden rod, though.
