I train/interact everyday until I stop getting hearts. I started putting them inside when it rains Like livestock. I’m not sure if that helps or hurts but by that point my dog was already in the blue on the relationships tab so I’m not sure if that’s making it worse or not. Thanks.

Stop training before you stop getting hearts, and the dog has its own house so you don't need to take it inside (though if you're taking it inside your house I don't think it should matter)

Your dog probably is hungry. Let them outside even during rainy days, Takakura will feed the dog if you don't have food for the bowl. The dog will enter it's own house if they want to. The weather in the game change every 6-hour in-game, hence why the TV says "6-hour weather report".

Keep him outside even in the rain, he goes inside his own home for that. Train 5x on each action no more or he'll get angry. What does or can help is taking him to bed with you which in the morning he'll be outside. But prior to taking him to bed let him stay outside and wander.
