Change the settings from the Title Menu, Pause Menu, or the configuration tool.

Yup did that. With the game set to fullscreen, there is no difference between 720p all the way to 4k. When i set the game to windowed borderless, any resolution above 720p magnifies the screen to the top left corner until less than a quarter of the screen is visible.

I found the solution.
Go to the game's executable ("SteamLibrary\steamapps\common\STORY OF SEASONS A Wonderful Life") and right-click the STORY OF SEASONS A Wonderful Life.exe and choose "Properties" > "Compatibility" > click on "Change high DPI settings" > check the box for "Override high DPI scaling behavior." > Under "Scaling performed by" choose "Application" Then run the game.
(This fix problem for 1080p but I don't know about 4k. Sorry about that.)

Holy sh*t dude, thank you so much! What a crazy problem that is, still not fixed by the developers, so every single person over 720p never sees the actual high resolution unless they stumble upon this solution. Absolute wild that is even a thing, and I don't even understand why these DPI settings are suddenly fixing it, but they do. Crazy.
