Is it possible to use Source engine for creating open world game?
Like for in example FarCry 3, where you don't have to load new area/level, at least there is no loading screen often when you explore around the map... Elder Scrolls and Fallouts also good to explain open world.

Is UDK better for this? Not? Please, tell me what is best. If it realy is CryEngine I hope it's good as Source

Of course but I've never worked on engine it self, only modding games. So is there tutorials for this anywhere?

I don't know. I've only seen a mod that generates a map on the "fly", you can check it out:

actually I just checked, that mod generates map not on the "fly". It generates a separate map when you finish current map.

yes you can with a little programming , but the problem is the high CPU and RAM consumption
I don't understand why this happens but it's worth a try
Youd need to rebuild the engine, and mod it for your application.
Like how EQ Next/Landmark took the Havok engine, modded it, and made LightForge (tm).
Ceczi, there is an entire website that can teach you how to mod the sdk/engine.
