Hammer comes with all Source games, you can find it in yourgame /bin folder. Create a desktop shortcut and run it. If you never used it I suggest you to read some good tutorial:

Hey guys thanks for answering me after all these years XD, I just realized this is a great start on game developing career. 7 years ago I ask how to install vhw to create my own map to play cs1.6 with my frens. After keep creating maps, even mods or some mini games. I found my passion and finally become a game developer! Thank you all !

what do you mean by old? i have half life, cs, cs source, cs2 in my library, but no hammer editor
