What are you making your half life 2 mod with? If you're using the source sdk 2013 or similar, don't use it. It's broken after a few updates. Use the hammer.exe you find in the respective source-game (in the game folder).
Usually, source has an option for borderless windowed-mode. Can you send a screenshot of the settings you can access?
