Thing is, I played this years ago with Unlimited Edition mod, Staves mod and something else and I didn't had this issue. Hell, I started couple days ago and when I first played it this month it didnt stuttered.
Anyway, here are some instances of game stuttering and how to fix them (at least, worked for me):
1. Unlocked fps. It can cause stuttering. Use "fps_max X" command. Put the framerate slightly above the one you want. So for 60 fps, make it 61 - 65 and so on.
2. Magic spells. Since you are using different mods concerning spells, the magic itself is not optimized very well. Use GFX detail on medium.
3, And there are these launch options, you might want to check them out:
+datacachesize "128" -heapsize 1048576 -novid -high
4. If I recall correctly, these commands can also decrease stuttering, put them into autoexec.cfg to get them working properly:
mat_reducefillrate 0
cl_forcepreload 1
sv_forcepreload 1
r_fastzreject 1
cl_smooth 0
Stuttering is a weird case in this game, someone reported some kind of stuttering while moving around, yet I have never experienced such severe case of it. Well, if it was that severe, that is.
