Apparently, it did not use Securom rom before steampipe, but does now:

I checked that myself using the same program you're using now, ProtectionID. And since the game was converted to Steampipe, SecuROM ended up on the binary"
No idea why your having issues, as I can run it from it default directory and now from a totally different drive, very odd.
Apparently it seems a few people have this issue regardless of the version of windows. There are a few suggestions when using google, sometime antivirus can actually pic up the securom software and could be blocking it, so disable av and try etc.
Its nothing to do with the os directly as people with 10 can play the game, and people who run 7 and 8 also get securom errors.
Except myself and many others can play it fine, so its again, not directly down to steam, but possibly a 3rd party program or setting causing the issue.
