If you are playing vanilla, some food can stack over 20, up to 50 or so. You can also stack every potion to 21. You need to have 2 potions on the ground near you, and 19 potions in your inventory, simply collect both of these potions really fast and you will have 21 potions in your inventory. It might work with more potions, but I have never tried. As for scrolls, their stack is unlimited for the base game.
As I said earlier, use GCFScape, go to the "vpks" folder and find the right vpk file, they usually go with _dir thingie. Then, find the right vpk, extract files, these might be items' .qtc or some kind of inventory or anything else, I can't remember really. After you extract these files, modify them and use the guide above to install them correctly.
To be fair, I'm not sure why would you need to change stack size, since it exists on purpose, but if you manage to find it, please share your findings here, it might help others.
