Intel(R) Core(TM) i7-9750H CPU @ 2.60GHz 2.59 GHz, 16GB
yes, i ve been verifying the game a few times and it had 1 file damaged, after replacing it the issue remained nonetheless. ive tried modding the game with hd textures mod and reshaders. weird that after rebooting the game couldnt be fixed
yes, also i tried modifying launch options. i have windows 10 and so far i had no issues related with it.

Based on your specs - am I right in understanding that you do not have a dedicated GPU in your laptop and are running purely on your CPU integrated graphics?

nope, i have nvidia geforce gtx 1660 ti. i guess i forgot to mention. need any info on why this cannot be fixed by simply reinstalling the game

In this case - could you please complete the steps in this guide[www.ubisoft.com] to ensure your laptop is running on it's dedicated graphics?
Laptops in occasion can use onboard graphics for power saving, which are less powerful and can lead to performance issues.

i dont think thats the issue in my case. but give me a minute...
i have iintel(r) uhd graphics 630 and nvidia geforce gtx 1660 ti in `display adapters`. also i tried these steps for my game as well.
``3. Open the Program settings tab and select your game from the dropdown menu.
4. Select Preferred graphics processor for this program from the second dropdown menu. Your NVIDIA GPU should appear as "High-performance NVIDIA processor"
5. Save your changes.``
it didnt change that something about the game is broken. and neither reinstalling it nor following the guide changed anything. i wish it did. maybe its something about registry or incapability with some of the drivers new features? or the left-over files after that infamous graphic mod i have been trying to install

Is this the HD texture mod you mentioned?
Could you try completely uninstalling both the game and the mod files then try a clean reinstallation of the game?

that specific mod requires to be installed in the root game folder. so by uninstalling the game the mod itself too has been removed. a few times i deleted the game manually and via steam. in the current version of the game there are no mods but those bugged windows textures are still there. however maybe i missed something and there are those left-over files somewhere hidden. i need to find out why the game is unfixable, why a simple reinstallation doesnt work
Is it only in this 1 building in particular that it's happening? If so, it could just be a bug that wasn't picked up on whilst the game was in development or receiving post launch updates, rather than something that is fixable from troubleshooting.

yes, you are correct. BUT it wasnt always there. it only appeared after the mod was deleted and the game reinstalled. and no matter what it stays. however i didnt explore, maybe it is the only case or maybe i will encounter more as the game progresses. i dont know how much the game has been corrupted.
If the troubleshooting we have provided you didn't work, and this issue is still present after uninstalling the mod, is there any way you can get in touch with the mod creator or mod site, to see what game files the mod edits or replaces?
Do you also have all the necessary supporting software downloaded for the game, in case this was deleted when you uninstalled/reinstalled the game by accident?
Things like Microsoft Visual C++, older DirectX files etc? Their installer can sometimes be found and reinstalled in a folder within your games directory called 'support'
