The folder gets crammed full and bad things start to happen, so just delete all but the ones u want to save. There is a picture file that goes with each save.
Okay, I found it, but I don't have /20920/remote in there. I have a bunch of saves in my Witcher 2 folder that loaded itself on my PC when I uploaded the game. Should I delete some of those?

I suggest you just cut and paste them somewhere else just as a backup...and yah if you don't have cloud on, your games will save to:
C:\Users\your user name\Documents\Witcher 2\gamesaves

So the answer (for me) was to delete the games through the game menu, not just inside the computer folder. I can only delete 1 at a time before the game crashes and takes the steam client with it, but there you go. Delete an old game and you can save 1 more new one.
I have Steam Cloud turned on, and for some reason I can see the number of saved games increasing inside the local save folder but they don't show up in the game UI, but I'm not complaining at least I can keep playing now.
This is the dumbest solution but it surprisingly worked for me, means I can finally progress again after not being able to save for ages. Cheers!
...\Steam/userdata/yoursteamuserid/20920/remote
if you do not use steam cloud, save files are in folder
Documents\witcher2\gamesaves
check both places. you might still have too many saves.
check antivirus log. a new definition file might be blocking the game.
you said you deleted all saves. so the game was saving and now does not. what changed?
windows update? installed a new app/program on your pc?
My gamesaves folder does not save whatever i do it does not save, what then?
game launcher needs to create folder Documents\witcher 2
and after game runs Documents\witcher 2\gamesaves
check antivirus log? might be blocking game/game launcher.
check windows security/controlled folder access.
if on add exceptions for game launcher/game.
maybe the game IS saving. running Windows One Drive? One Drive moves the ini/preference /save files to the one drive folder
turn OFF one drive. uninstall it if not needed.
or if you need one drive, should be exclusion/exception option.
exclude the games Documents folder or tell one drive to leave a local copy of the files
details in the one drive user manual
mods? mods cause all kinds of issues.
ever have mods? uninstalling mods does NOT delete any files created/modified by mods
