No problem. After all, Steams best feature is an incredible community of players supporting each other for the love of gaming. =)

game does not run fore me please help

You have to tell us more information then that...

Does it go through the first time setup before the crash?
Does it open to a black screen and then close?
Does it freeze during the opening movies or at any point?
Have you been able to play it at all before this?

When asking for help, the more you can describe, the easier it is to figure out.
In my PC the game allways ask if steam wants to make change in this computer, and it won't start at all. If I say no it won't start, if I say yeas it won't sart either. I was able to play the game before this, but Windows Live was asking for the CD Key, after I write the CD Key in Windows Live, it stop working, it won't launch the game.

If your game has worked for you before, it might not be Games For Windows Live.
See if this helps, it's another common solution to the game not starting.

Open up 'File Explorer' or 'Windows Explorer', which ever flavor you have.
Next go under this folder:
C:\Users\<YOUR USERNAME>\My Documents\CAPCOM\RERC
Finally, delete the file 'Settings.dat'

Try running your game after that, it won't affect saves.
What i had to do in order to get it to work was go offline on steam. go into task manager and close the service hosts from steam. then i had to go into programx86 files, find the game folder in steam apps and then run the game in compatibility mode. and then it finally worked, but i dont have any access what so ever to online. its a real pain.
it is crashing after capcom and it opens GFWL and says error and crashes.I just bought it.
Using windows 8.1 64 bit amd apu.
aahhhh no problem ok so what that issue is in for some reason it doesnt like the current setup for window live for games. here are the steps because when i switched to windows ten after their very last update it started doing that.

here are the steps:

1.) Go to Programs and Features.
2.) Locate and uninstall "Microsoft Games for Windows - LIVE" as well as "Microsoft Games for Windows Marketplace."
3.) Restart the computer.
4.) Download and install the latest version of the GFWL software from Xbox.com.
4a.) In some cases, you may need to run and log in to the Marketplace software, as well. This only needs to be done once.
5.) Run the game.

Still having issues after updating GFWL?
In rare cases, there may be a conflict in the settings file that the game creates after the new version of GFWL is installed. This only needs to be done if the game fails to launch after removing and reinstalling GFWL. To remove this file:

1.) Completely close Resident Evil: Operation Raccoon City and Steam.
2.) Go to My Documents -> CAPCOM -> RERC.
3.) Either delete or rename the "settings.dat" file.
4.) Restart Steam and Resident Evil: Operation Raccoon City.
let me know if it continues doing it. after you reinstall the windows live stuff you shoould be able to get it. it will have you enter the product key and log into windows live at the main menu. do not disable it because it requires it to save the game.
just wanted to say thanks to xero one, deleting the settings file did the trick
hey guys, ive tried all the options listed and have had no luck, it crashes right as the capcom logo begins to fade for me
