The game does not work and I followed this procedure down ....
If the game crashes at launch, or you receive an error message followed by a black screen, it's generally due to an incompatible GFWL file system installed with the game. Try the following steps to resolve your issue:
1.) Go to Programs and Features.
2.) Locate and uninstall "Microsoft Games for Windows - LIVE" as well as "Microsoft Games for Windows Marketplace."
3.) Restart the computer.
4.) Download and install the latest version of the GFWL software from Xbox.com.
4a.) In some cases, you may need to run and log in to the Marketplace software, as well. This only needs to be done once.
5.) Run the game.
Still having issues after updating GFWL?
In rare cases, there may be a conflict in the settings file that the game creates after the new version of GFWL is installed. This only needs to be done if the game fails to launch after removing and reinstalling GFWL. To remove this file:
1.) Completely close Resident Evil: Operation Raccoon City and Steam.
2.) Go to My Documents -> CAPCOM -> RERC.
3.) Either delete or rename the "settings.dat" file.
4.) Restart Steam and Resident Evil: Operation Raccoon City.
This won't affect save data, though controller, keyboard, video, and audio configurations may need to be set again.
