GFWL (Jun 2021) solution
Steps:

A short version:

1. Install the game.
2. If you do not have the last version of the "Microsoft Games for Windows Marketplace" client and the "Microsoft Games for Windows - LIVE Redistributable" installed, then get them from here:
https://community.pcgamingwiki.com/files/file/1012-microsoft-games-for-windows-live/

extract all files and run "gfwlivesetup.exe". Install everything without launching anything.
3. Install a patch from:
https://community.pcgamingwiki.com/files/file/2049-resident-evil-operation-raccoon-city-patch/

Just unpack it and run a setup file by showing it the main folder where the game is installed (a folder with a launch exe file with an umbrella icon).
4. Launch the game (if it did not start after patching) and login into "GFWL" when it appears by using your Microsoft account login email and password (accepts only up to 16 characters). You should change a password before if it is longer than 16 characters. Optionally you can set it to be logged in automatically next time.
5. Once you log in, you will be asked to use your game key (provided by Steam). Once it is accepted your game should start.

If it does not work try a long version.
1. Install the game.
2. Open a main folder where you installed the game (the default name of it is "Resident Evil Operation Raccoon City").
3. In the folder press the right mouse button on an application exe file called "RaccoonCity" that has an umbrella icon. Then click the left mouse button on "Properties".
4. Choose a "Compatibility" tab and tag "Run this program in compatibility mode for:" "Windows 7"
5. Then press "Apply" and "Ok".
6. Optionally you can create a shortcut for the "RaccoonCity" application if you want to run the game without the Steam launcher.

8. Launch the game and login into "GFWL" when it appears by using your Microsoft account login email and password (accepts only up to 16 characters). You should change a password before if it is longer than 16 characters. Optionally you can set it to be logged in automatically next time.
9. Once you log in, you will be asked to use your game key (provided by Steam). Once it is accepted your game should start.

Also you can check this:
https://community.pcgamingwiki.com/files/file/2049-resident-evil-operation-raccoon-city-patch/

Just unpack it and run a setup file by showing it the main folder where the game is installed.

And check integrity of the game's file with your steam client. If steam updated any file, then set the lunch icon to compatibility mode (steps 2-5).

More details here:

To have access to DLC content, you need to launch the game through Steam launcher.

I guess you have not done one of 3 things:
1. installed the last GFWL from a link but uninstalling the old ones before
2. patched it up
3. set a launch exe file for Windows 7 compatibility in the game's main folder.

What do you mean by changing cd key?

One game key for GFWL is provided by Steam. When you launch a game, then GFWL asks you to type in the key.

i'm trying to find a way to get dark souls prepare to die edition on steam, i see keys up for 100+ but ive found a cheaper GFWL version with a key, if i input the key into steam, am i gonna still have to go through GFWL or will it be just like a steam version?

Hey mate, not sure if you can help me out or not.

I bought physical copy of the RE:ORC game.

1) I installed it.

2.) I deleted the old the GFWL files, installed the Microsoft Games for Marketplace client (3.5.67.0).

3.) I restarted the computer

4.) I tried to install the patch, that is run the setup application, it wouldn't let me, it says "Unable to install update until Games for Windows - LIVE has unlocked the game. Please launch the game first."

Note, I tried not to launch the game, well I couldn't anyway, because it has to be verified with Game for Windows - LIVE, which is dead.

Thanks
