Yeah,no. The german voice actors for example changed around quite a bit. Geralt has a different voice actor in 3 than in 1+2 and a lot of the side characters changed also over the years.
In the english dub Triss has a different voice actress for Witcher 2+3.
I guess the original Polish would be the best, if we understood it.
And here's a note about importing save from The Witcher 1 -> 2:
"Note for Non-English versions
For owners with non-English (eg.:Hungarian) language settings. Before importing, create a new save file in the Ice Plains or the Order of the Flaming Rose Cloister levels using English language settings." - from The Witcher Wiki
The only pieces that ever stood out in my mind as shaky were Dandelion, Leo and some of the generic cockney thugs and guards and honestly they were no worse than the standard Bioware bit roles in comparison.

I remember when I started Witcher 2 and I was pleasantly surprised how good voice acting became. It's even better in Witcher 3 than it was in The Assassins of Kings, but lipsync is sometimes weird. So in my opinion Witcher 2 and 3 are way better in terms of voice acting in comparison with first game, while there are the same actors in all roles.
For me "the golden era" of polish voice acting was during the time of Infinity Engine games, like Baldur's Gate, Icewind Dale, Planescape Torment. Since then only Neverwinter Nights 2, StarCraft 2, Diablo 3 and maybe Uncharted series have good qualiy. Everything else is just crappy dubbing and I prefere to play with english voices.
