SOLUTION:
This is what worked for me, running on a GTX 660 and Win 64-bit. You want to get the game running without the -dontforceminreqs option.
1. Run dxdiag
2. On the Display tab, look for DirectDraw Acceleration and Direct3D Acceleration. These should both be set to Enabled.
3. If not, you'll need to run regedit. Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft\DirectDraw
4. Change EmulationOnly from 1 to 0.
Opening the game *without* -dontforceminreqs you should be able to change resolution / texture etc to whatever you like.
If all else fails and you can only run with -dontforceminreqs, there's a mod that'll allow high texture detail apparently:

Thank you bro. This is the only thing that worked for me since ditching my GTX460 a few years back. I can finally play in 1080p with everything cranked back up on my GTX970. You rock!
