and try launching without all those launch options. just go straight vanilla.. see if you can get in first.
The first time I tried playing the game I didn't have any of those Launch options. It wouldn't load up at all that's why I tried the fixes. GeForce experience will not even register it's there either.
its been a problem since 2015
vcredist and DirectX from game folder was installed.
Not working, with command param fix and without...
I have AMD 6900XT.
Turn off "Anti-Lag" and "Image Sharpening" for this specific game only.
Now game is starting normally.
- Verify Game Cache
- Set witcher.exe in System to Compatibility Windows 7. ( You said you tried both Win 7 and 8... stay with 7 )
- Clean Install of Nvidia Drivers - You can either use the Clean install inside the installer or user Display Driver Uninstaller[www.wagnardsoft.com] - Warning: DDU is a powerfull tool, if you don't know what you are doing, contact me.
- "-dontForceMinReqs" is not needed for newer PCs, so just remove it.
- Try methods displayed here[www.pcgamingwiki.com].
Note: You might also want to check your system files for errors with SFC - You can either use my batch - UserDefined prefered[github.com] ( Since many users have faulty Windows Systems and cause a bug on my automatic code ) which also purges steam ( For a clean Steam Install - Won't delete games or configurations ) or use this commands on command prompt :And if you ever used Steam Beta Client ( And are not going to purge Steam ), just do this and set it's launch option to -clearbeta.

Thank you for posting this up. Originally I had Witcher installed to an alternate place that wasn't (C:). As soon as I uninstalled it and reinstalled it to a Steam folder in the C: it started to work.
That shouldn't be the problem... I got mine installed in E: drive xD
Plus, my steam is not even installed in %PROGRAMFILES(X86)% xDD
