IIRC, he tells you the name of the man to whom you can sell the brooches (Leuvaarden).
Ramstein has a house in the slums guarded by thugs...you will find a key to his house doing other quests. The conversations with him changes when you start to prove his innocence/guilt.
Second Shani's Grandma is notorious to kick you out of house just for fun so be persistent and try different dialogs to see which one has bigger chance to let you stay btw if you show up drunk she will always kick you out no matter what you do.
Third about messenger like in First I said he only shows up in certain time he also might show up talking to merchant outside city near dock where you can go to swamp from there at day time. (Not really sure about this one I sort of can't remamber at this point of time I might have mistaken)
Ramsmeat he shows up in back of Inn at one point of day while in other he is in his house guarded by two thugs which you can kill at night and get key for Ramsmeat's house with which you can enter at any point of day with it Ramsmeat won't mind you killing his men apperently he doesn't care and has new two thugs later lolz just don't lose keys.
Its permanent. You will meet other npcs in the future that will have a similar bribe option.
About the messenger, I still can't find him and yeah, I've met Leuvaarden, people say he disappears once you met Leuvaarden. But the thing is, I have no option to talk about Salamandra. Just 'how's business' and 'farewell'.
For the messenger, i found him dead in the north of the mage tower when i was looking for the golem.
