Chapter II Axii sign?

Is it possible to get the Axii sign duirng chapter II before finishingt he Vezima confidential? I don't remember this part and I don't want to be left with no bronze talents left if I get too high level when I get alll my signs (cause you need level 2, a bronze talent, to get to level 3). Getting axii means getting intot he mages tower, which if I remember correctly is after the Vezima confidential.
